Staff Schedule Posting System

Welcome to the Recreation and Park Department's Staff Schedule Posting System!

In compliance with Proposition C passed in November 2003, Recreation Park Department (RPD) staff park maintenance schedules are now available to the public through this website. Properties for which schedules are posted include mini parks, neighborhood parks, regional parks, civic plazas and libraries. The staff schedules can be viewed by the park or property to which staff is assigned. The staff schedule information is updated at least quarterly.

Two examples of RPD properties include Chinese Playground and Bernal Heights Library. The schedules for these two sites show the type and number of employees who work at the parks: either a gardener, a custodian, an environmental service worker, or a combination of the three. Gardeners are coded green, custodians are coded in yellow, and a combination of gardener and custodian is coded in brown. The information is presented by days and times at half-hour intervals from Saturday to Friday, based upon the standard two-week (bi-weekly) pay period observed by the City and County. When the half-hour interval states 1:30 p.m., this means an employee will be working from 1:30 to 2:00 p.m. For example, Bernal Heights Library has two gardeners working on Wednesdays for two half-hour intervals from 1:30 to 2:30 p.m.

Please be advised that these schedules are subject to change. Some reasons why gardeners and/or custodians may not appear to be working according to schedules include:

Employees may be on leave, including vacation, sick leave, disability or workers' compensation.* Employees may be attending staff meetings and/or training. Employees may be reassigned to cover emergencies, special projects and fellow employees that are out on leave. Employees may shift their regular schedules to accommodate volunteer days at individual parks.

Mobile custodian and gardener schedules are not included in these schedules by nature of the work: by definition, mobile staff rotate throughout the properties for seasonal projects and to respond to operating conditions as required.

Lastly, these schedules are employees' daily work hours at individual properties, so it includes travel time between parks and to the Department's equipment yard for tools.

If a member of the public is interested in reporting an alleged problem, please contact the Controller's Whistleblower hotline at (415) 554-CITY or visit the whistleblower website at http://www.sfgov.org/site/whistleblower_index.asp.

*On average, such leave is 22% of total hours and can include vacation, legal holidays, floating holidays, sick leave or other reasons.

RPD Staff Schedule Compliance:  The Process

Each quarter, Neighborhood Service Area Managers check staff schedule compliance at a randomly selected sample of the sites they are responsible for managing.  They must visit the sites unannounced, must visit at a time that staff is scheduled to work at the site and must check for schedule compliance for 100% of the staff scheduled (gardeners and custodians) at the site at the time of their visit.

The managers note "yes" or "no" by each staff name in terms of whether or not the staff was present as scheduled.  Any "no" answers that do not have a valid reason for that staff member's absence are followed up on an individual basis by the manager.

Once all the data has been turned in, the number of "yes" answers is divided by the total number of staff schedules checked for compliance (total of "yes" + "no" answers) and the staff schedule compliance rate for the quarter is computed.
